Vice President of Human Resources and Enterprise Risk Management
POSITION SUMMARY
Reporting to the Chief Operating Officer, the Vice President of Human Resources and Enterprise Risk Management is a senior executive leadership role responsible for overseeing HCAA’s strategic human capital programs and enterprise risk initiatives. This leader will guide a high-performing Human Resources team and a centralized Enterprise Risk Management function to ensure organizational alignment, accountability, and operational excellence.
The Vice President is accountable for the continued modernization of HR systems and practices, overseeing workforce development, succession planning, labor relations, and employee engagement initiatives across the Authority. In addition, this role leads the Enterprise Risk Management function, including risk identification, insurance, and the integration of Authority-wide safety efforts to enhance risk visibility and mitigation strategies.
POSITION ROLES & RESPONSIBILITIES
Strategic Human Resources Leadership:
- Lead and modernize HR programs across talent acquisition, employee relations, performance, benefits, total rewards, and training.
- Oversee workforce planning, succession development, and organizational design.
- Manage labor relations and collective bargaining agreements (currently one union representing police).
- Develop policies and programs that foster accountability, engagement, and compliance with employment laws.
- Partner with the Legal team on sensitive matters, including investigations, terminations, and litigation support.
Technology and HR Infrastructure:
- Optimize the Authority’s HRIS platform (Oracle), partnering with IT to enhance system performance and employee self-service.
- Drive efficiency through process improvements and digital transformation of HR workflows and data reporting.
Enterprise Risk Management and Safety Oversight:
- Oversee the Enterprise Risk Management (ERM) function, including the identification, evaluation, and mitigation of organizational risks.
- Guide integration of Authority-wide safety programs under ERM, collaborating with operations on safety protocols, reporting, and compliance.
- Oversee Authority insurance coverage and claims, including property damage, liability, and workers’ compensation.
Executive Leadership and Culture:
- Promote a high-performance, inclusive culture built on total ownership and accountability.
- Lead by example with transparency, decisiveness, and strong cross-functional collaboration.
- Provide strategic counsel to executive leadership on talent and risk matters.
- Lead department personnel management, performance evaluations, and structural realignment as needed.
REQUIRED FOR ALL HCAA JOBS
- In the event of an emergency or disaster impacting the Hillsborough County Aviation Authority, employees may be required to respond promptly to assigned duties at the direction of their department or the HCAA Emergency Operations Center (EOC).
- Complies with all HCAA policies, procedures, and standards.
- Performs other duties as assigned.
REQUIRED QUALIFICATIONS
- Bachelor’s Degree in Human Resources, Business Administration, or a related field.
- Ten (10) years of progressively responsible experience in human resources, risk management, or organizational leadership.
- Five (5) years of senior-level leadership experience with direct oversight of people and processes.
- Valid Florida Driver’s License (or ability to obtain).
PREFERRED QUALIFICATIONS
- Master’s Degree in Business, Human Resources, or related discipline.
- SPHR, SHRM-SCP, PHR, or SHRM-CP certification.
- Experience within aviation, public sector, or regulated industry environments.
KNOWLEDGE, SKILLS, AND ABILITIES
- Strategic understanding of human capital management and enterprise risk governance.
- Experience with HRIS platforms (Oracle or similar) and digital workforce tools.
- Strong communication and interpersonal skills to engage with all levels of staff and leadership.
- Knowledge of employment laws, labor relations, and collective bargaining practices.
- Analytical ability to assess risks, recommend policy, and execute performance initiatives.
- Demonstrated leadership in managing change and fostering a high-performance culture.

Starting salary: $200K+ DOE
